OBJECTIVE

Members of the research community at Johns Hopkins University are expected to comply with the regulations of federal and state agencies, private and corporate foundations, organizations, and industry sponsors which provide funding in order for research, public service, and training projects to be an integral part of the Hopkins Research Experience. The University's effort reporting system is the designated mechanism for the endorsement of salaries and wages charged to or contributed to sponsored projects in order to ensure these expenditures are realistic and reliable with the portion of total professional activity committed to those special projects. Section J.8 of OMB Circular A-21 outlines the framework for acceptable methods of documenting after-the fact confirmation of effort for those employees participating in sponsored research projects.

JHU POLICIES AND PROCEDURES

The Office of Cost Analysis distributes effort certification forms through ERS. This office is responsible for monitoring Johns Hopkins' compliance with effort reporting requirements and also assisting in the development of policies, procedures, and training materials pertaining to effort reporting. In addition, the Office of Cost Analysis works closely with the Office of Hopkins Internal Audits and assigned auditors as they oversee Johns Hopkins' compliance with those specified effort reporting policies.
