OBJECTIVE

Johns Hopkins University is privileged to be entrusted with a large number of sponsored research projects. The effective management of research projects supported by these sponsors is crucial to Hopkins’ continuing success in enabling the discovery process. Realization of this objective may be facilitated by a thorough understanding of the ethical and financial policies and regulations that accompany scientific and scholarly achievement. In addition, the Johns Hopkins Compliance Line has been established to allow members of the Hopkins community to report any matter of potential non-compliance for immediate review and action.

AREAS OF COMPLIANCE

The compliance areas covered here have key research impact such as Export Controls, Effort Reporting, Financial Management and those specified in the PHS Policy on Instruction in the Responsible Conduct of Research (RCR). The RCR stresses the core instructional areas including Animal Welfare and Human Subjects for which recipients of Public Health Service research funds are obligated to provide instruction to investigators and staff relevant to their jobs and roles in the research program.


JOHNS HOPKINS UNIVERSITY COMPLIANCE COMMITTEES

There are several committees responsible for maintaining compliance at Johns Hopkins. The Institutional Compliance Oversight Committee is responsible for establishing and maintaining a University wide compliance program. The Research Compliance Committee is responsible for the conduct of research and stewardship of sponsored funds throughout the entire University.

Every member of the Johns Hopkins Community should recognize and comply with the laws, regulations, policies and procedures that govern our society today. If a member of our community witnesses a failure or refusal to comply with these rules, she/he has a responsibility to report these instances.

On most occasions, it is necessary to realize that actual or alleged instances of non-compliance are most likely not deliberate but possibly result because of limited subject knowledge or lack of understanding involving the staff member. Also, it is possible that a situation could occur due to a general problem with one of the procedures or systems that needs to be examined and modified. Therefore, any member of the Johns Hopkins Community can report matters of potential non-compliance without apprehension by calling the Johns Hopkins Compliance Line. The risk specialists who respond to your call have been trained in interviewing techniques and documenting information by telephone. You are asked to provide them with as much information as possible. In this way, the specialist who receives your call will be able to understand and investigate the reported activity. Once again, any staff member who witnesses situations that they believe may risk non-compliance with a law, regulation, or policy should call the Compliance "Hotline" at 1-877 WE COMPLY (1-877-932-6675).

Johns Hopkins has developed procedures to assure that these reports along with all other information received by the “hotline” are managed in a confidential method. There should be no retaliation against any staff member who elects to volunteer information. The anonymity of all persons making reports will be protected as much as possible and consistent with Johns Hopkins’™ obligations of investigation and intervention.
